Flood.

We watched a Netflix series about the great flood in Wroclaw in 1997. I never knew that part of Polish history.

High Water shows the governmental response to the disaster and its real attempts to monetarily mitigate the flooded metropolis. In the Netflix show, this conflict was represented by the efforts of hydrologist Ja艣mina Tremer (Agnieszka 呕ulewska) as she struggled to have her flood warnings taken seriously by the regional government. Unfortunately, she was given outdated data and maps that hurt her preparation for the flood, and her judgment was often questioned by officials, and communication between the various levels of government and the public was strained.

Poland’s government was later criticized for its slow response and antiquated prevention methods, including outdated maps and directives as mentioned in High Water. While the country’s efforts may have worked for typical flooding, they were inadequate for the magnitude of the 1997 disaster. This response was further hindered by the organizational set-up of the government’s legislation, adding to the death toll by causing regional and local authorities to struggle to know which response efforts were within their jurisdiction.

56 people died in the flooding of the city while 40,000 others lost everything. The show also says that the damages from the 1997 Wroclaw flood totaled 12 billion PLN (Polish zloty), which equates to over $2.5 billion by today’s standards, making it Poland’s largest disaster after World War II.

Obejrzeli艣my serial Netflixa o wielkiej powodzi we Wroc艂awiu w 1997 roku. Nigdy nie zna艂em tej cz臋艣ci polskiej historii. Wysoka woda pokazuje reakcj臋 rz膮du na katastrof臋 i jego rzeczywiste pr贸by finansowego z艂agodzenia zalanej metropolii. W serialu Netflixa konflikt ten by艂 reprezentowany przez wysi艂ki hydrologa Ja艣miny Tremer (Agnieszka 呕ulewska), kt贸ra walczy艂a o powa偶ne potraktowanie jej ostrze偶e艅 powodziowych przez w艂adze regionalne. Niestety, otrzyma艂a nieaktualne dane i mapy, kt贸re zaszkodzi艂y jej przygotowaniom do powodzi, a jej os膮d by艂 cz臋sto kwestionowany przez urz臋dnik贸w, a komunikacja mi臋dzy r贸偶nymi szczeblami w艂adzy a spo艂ecze艅stwem by艂a napi臋ta.

Polski rz膮d by艂 p贸藕niej krytykowany za powoln膮 reakcj臋 i przestarza艂e metody zapobiegania, w tym nieaktualne mapy i dyrektywy, o kt贸rych wspomniano w High Water. Podczas gdy wysi艂ki kraju mog艂y by膰 skuteczne w przypadku typowych powodzi, by艂y one nieadekwatne do skali katastrofy z 1997 roku. Reakcja ta by艂a dodatkowo utrudniona przez struktur臋 organizacyjn膮 rz膮dowego ustawodawstwa, co zwi臋kszy艂o liczb臋 ofiar 艣miertelnych, powoduj膮c, 偶e w艂adze regionalne i lokalne mia艂y trudno艣ci z ustaleniem, kt贸re dzia艂ania by艂y w ich jurysdykcji.

W powodzi zgin臋艂o 56 os贸b, a 40 000 innych straci艂o wszystko.
